Andhra Pradesh To Power T&D Reforms Using IT
In a first of its kind move in India, the Andhra Pradesh government is set to implement an Information Technology (IT) package which is expected to set a trend in areas of transmission and distribution of power. The auditing and consulting firm Arthur Andersen, now part of the Ernst & Young Group, has chalked out an Information System Plan (IS), an IT package for the Transmission Corporation of Andhra Pradesh (AP Transco) and the distribution companies to restructure the operations and service delivery mechanisms.
Claimed to be a unique IT package for power sector reforms in India and expected to set a benchmark for other states, the new IT package would enable AP Transco to make necessary changes to reduce costs, increase efficiencies and assist in being more customer focused.
The report, which was submitted recently to the state government, has obtained the necessary approval of chief minister N Chandrababu Naidu and is expected to be implemented as part of the power sector reforms taking place in the state.
The IT package of Arthur Andersen, which has been mandated to design the reform process for the power sector in the state, provides a single, common and cohesive vision that directs the design, construction, purchase, deployment and management of information technology across AP Transco and distribution companies.
The report said that the new technology architecture is required to facilitate the improvement of the business processes and change the AP Transco management’s approach towards using IT as a vital factor to successfully meet the expanding responsibilities and satisfy customers’ needs.
The IS or IT Plan has also advocated use of IT in procuring and usage of computers, new applications to be developed for different business requirements, simplify support operations and enable AP Transco to continually capitalise and build on the existing investments in applications and technology.
The IS Plan calls for deployment of IT in areas such as new customer approvals, fuse-off call management, collection, inspection, billing, complaint handling, load forecast, energy accounting and audit, design networks, plan new networks, facilities planning, energy delivery, outage handling, facility monitoring and maintenance management.
